Part of the confusion between these two statuses stems from the fact that both asylum and refugee status protect the same class of people. That is, people who are unable or unwilling to return to their country of origin because they have been persecuted or have well-founded reasons to become so for any of the following reasons:
Currently only Cubans, citizens of countries that were part of the Soviet Union and Iraq can apply for refugee status from within their own country. These are very exceptional circumstances and are called in-country processing.
